o CommandObjectSettingsSet.cpp:

  Fix a bug where "settings set -r th" wouldn't complete.

o UserSettingsController.cpp:

  Fix a bug where "settings set target.process." wouldn't complete.

o test/functionalities/completion:

  Add various completion test cases related to 'settings set' command.
